- Background & Rationale :
The rapid growth of the maritime industry, clean energy, and large-scale ship repair facilities in the Andaman region, aligned with the Golden Bridge strategy, requires a substantial workforce of specialized professionals. Currently, this region lacks high-level training institutions recognized internationally.
Establishing the Maritime & Logistics Academy in the strategic Zone D (Ranong) is essential to produce and develop skilled marine engineers, ship captains, and logistics experts without taxes, feeding into the shipping fleets of Gulf Cooperation Council (GCC) countries and international supply chains. This is a crucial strategy for creating sustainable stability and attracting global investments through ESG (Environmental, Social, and Governance) standards that global funds prioritize today.
Objectives :
1. To be the most modern training and testing center for maritime and logistics professionals in the BIMSTEC region2. To produce skilled workers, RINA CLASS ship repair engineers, and intelligent warehouse managers for our 100% partner investors
3. To build academic and technological partnerships with leading maritime institutions worldwide for international certification
Key Targets :
1. Advanced Training Infrastructure: To construct academic buildings, a state-of-the-art Ship Simulator Center, and a fully integrated marine engineering workshop.2. Skilled Workforce Pipeline: To graduate and supply at least 1,000 skilled workers, maritime personnel, and experts annually to GBI Holding and its allied commercial fleets.
3. Strategic Maritime Partnership: To secure a joint venture and partnership agreement with Bahri (The National Shipping Company of Saudi Arabia) to guarantee immediate job placements for students upon graduation.
Key Requirements :
1. International Certification Standards : All curricula and training programs must fully comply with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) regulated by the International Maritime Organization (IMO).2. Government Land Unlocking : The institution is located in a 50-rai area of Zone D (Ao Ang Bay, Ranong), which requires a Cabinet Resolution to adjust the national park boundaries and unlock the land for a 50-year special economic zone concession.
3. Domestic Certification : Must obtain approval and certification from the Ministry of Transport (Port Authority) and the Ministry of Higher Education, Science, Research and Innovation (MHRDI) of Thailand.

Responsible Parties :
- Contract and Concession Management : Golden Bridge Investment Holding (Thailand) Co., Ltd. (GBI Holding) in their capacity as the concession owner and development rights holder for 50 years
- Co-Investors and Funding Providers : Institutional funds and financial institutions under the ADGM (Abu Dhabi Global Market) network and the GCC (Gulf Cooperation Council) energy groups
- Institutional Management : Currently in the process of signing partnerships with leading maritime universities and institutions (such as those in Europe or Singapore)
Expected Outcomes :
1. Unlock the issue of skilled labor shortage, enabling the floating dock project worth 450 million baht and the duty-free warehouse project worth 350 million baht to commence immediately with local engineers and staff ready for deployment, thereby reducing long-term costs associated with hiring expatriate workers (Expat) from abroad2. Create a global ESG (Environmental, Social, Governance) profile for GBI Holding and its Arab partners, which is crucial for attracting investment and issuing green sukuk (sustainable bonds) from ADGM
3. GBI Holding will receive ongoing returns in the form of management fees, lease agreements for the concession area, and continuous income from the Service Apartment segment throughout the 50-year concession period
