As per the overall energy strategy of GBI Holding, the establishment of a combined cycle power plant (CCPP) network on the Ranong side, comprising 2 plants with a total capacity of 2,000 MW (with Plant 1 being 1,000 MW split into 2 x 500 MW generators and Plant 2 being 1,000 MW supplying power to the integrated chip manufacturing industrial park on the Ranong side)
To complement the cross-strait power grid stability (Cross-Isthmus Grid), GBI Holding has planned to establish a "500 MW expanded combined cycle power plant at the Chumphon strategic center (Gulf of Thailand side)" in Phase 3 to serve as a load balancing station, operating in conjunction with the Ranong Plant 1 through a high-voltage underground transmission line spanning 98 kilometers. This will ensure a fully functional load balancing system for the twin energy storage facilities, port logistics, and data centers on both sides of the sea, supporting the AI era's energy crisis and global economic expansion in 2026.
Objectives :
1. To construct a 500 MW combined cycle power plant at the Chumphon strategic center (Gulf of Thailand side) to serve as the core of the power grid stability system on the Gulf of Thailand side2. To integrate the power transmission system across the strait, creating a load balancing system in conjunction with the Ranong CCPP Plant 1 (500 MW Generator set) through a 98-kilometer underground high-voltage transmission line
3. To support the utilization of clean energy and cold energy (Cold Energy Utilization) from the twin LNG storage facilities on the Chumphon side, enhancing the efficiency of the gas turbine air compression systems
Key Targets :
1. Construction and Commercial Operation (COD) of a High-Efficiency Combined Cycle Power Plant with a Capacity of 500MW : Utilizing the latest gas turbine technology with high flexibility to serve as the core of the power grid stability system on the Gulf of Thailand side2. Integration of Smart Grid Systems for Load Balancing Across Two Oceans : Collaborating with the Ranong Power Plant to manage power flow across the isthmus through a 98-kilometer underground high-voltage transmission line, preventing power outages in the strategic areas
3. Cost Reduction in Power Generation : Focusing on extracting cold energy from the Chumphon LNG/LH2 storage facilities to enhance generation efficiency, delivering low-cost electricity to industries and energy storage facilities on the Chumphon side
Key Requirements :
1. High Environmental Standards (Ultra-Low Emission Standards) : Must pass the environmental impact assessment and health impact assessment (EHIA) approval according to Thai laws and use technologies that support hydrogen co-firing in the future2. Grid Code Compliance : The power distribution system and substation stability must comply with the grid connection requirements set by the Electricity Generating Authority of Thailand (EGAT)

- Preparation, Engineering Design, Permitting, and EHIA Approval : 12 - 14 months (concurrent with pipeline construction)

Responsible Parties :
- Contract and Concession Supervisor : Golden Bridge Investment Holding (Thailand) Co., Ltd. (GBI Holding) as the concessionaire of the Two Oceans Pipeline System and the Ranong-Chumphon Twin Storage Terminal.
Expected Outcomes :
1. A 2,500-megawatt, integrated dual-ocean power grid, managed by GBI Holding, will be created, making it the most efficient power grid in the region.2. The load balancing system between Ranong (Power Plant 1) and Chumphon will be unlocked, guaranteeing 100% continuous operation of power storage facilities, ports, and data centers without limitations.
3. This will enable the 1,000-megawatt Power Plant 2 in Ranong to provide a stable, dedicated power supply to the integrated chip industrial park without worrying about diverting power to other areas.
