  • Background & Rationale :
    The Gulf coast requires a highly flexible, maximum-efficiency base load plant to stabilize regional grid voltage and frequency. Developing a HL-Class/JAC-Class CCPP integrated with a Black Start BESS ensures energy security and forms the eastern terminus for the cross-isthmus underground corridor running from Ranong along Highway 4006.

Objectives :
1. To serve as a high-efficiency, low-carbon base load power facility for the Gulf Coast.
2. To provide essential grid support services and instant emergency Black Start capabilities.
3. To execute dynamic cross-isthmus load balancing in synchronization with the Ranong Smart Power Grid.

Key Targets :
1. CCPP Capacity : 1,000 MW (Air-Cooled HL-Class/JAC-Class technology)
2. Black Start BESS : 50 MW / 25 MWh

Key Requirements :
1. Combined Cycle Efficiency must exceed 64%.
2. BESS must support independent Black Start capabilities and dynamic voltage compensation during grid transients.
3. DCS/SCADA systems must provide open IEC 61850 / ICCP interfaces for real-time load balancing commands from the central control center.

Location/Area :
Laem Riw, Lang Suan District, Chumphon Province (the eastern terminus connecting the underground energy pipeline corridor from Kapoe and Phato).

Budget :
  • Estimated CAPEX : Approx. 38,000 – 42,000 Million Baht(THB) (Reference in Thai Baht)
  • Procurement Model : Split EPC / Island Package Model (Power Island EP + Regional Civil BoP + Grid Integration)

Timeline :
  • Preparation and EHIA period : 6 - 9 months (starting immediately after receiving operational support)
  • Construction and commissioning : 30 – 36 months (35-year contract term)

  • Contract and Concession Supervisor : Golden Bridge International Holding (Thailand) Co., Ltd. (GBI Holding), together with its partners and subsidiaries (primarily an EPC collaboration by Mitsubishi Power).
